The study, Understanding Out-of-Level Testing in Local Schools: A Second Case Study of Policy Implementations and Effects expresses student’s academic achievements through standardized testing. This study corresponds to the previous study Understanding Out-of-Level Testing in Local Schools: A First Case of Policy Implementation and Effects. This study shows both qualitative and quantitative research (Warren, 2004, pg. 5). The majority of this study is done through qualitative research since interviews were conducted to teachers, principals, and special education teachers. The quantitative research is through the IEP scores (Warren, 2004, pg.7). There were four questions that were asked during this study. The students that were taking these tests had learning disabilities, mild cognitive disabilities, speech-language disabilities, and hearing disabilities. Of these students the middle school located in the middle- sized city had eleven students with disabilities. Eight has of the students had learning disabilities, three students has cognitive disabilities. In school A, four students were tested out-of-level for one year, six students who tested out-of-level for two years, and three students who tested out-of-level for three years (Warren, 2004, pg. 9). In the following chart it shows the differences in the grades that these students were enrolled in and what level they were tested in. What was shown was that most of these students were enrolled in a grade level that was higher than the instructional grade level, but they tested in their enrolled grade level. This shows that all of these students were behind what they were learning on average four grades lower than their grade enrollment. In school B, five students were tested out of level, all of these students were tested out of level between four to seven grades lower than what they were enrolled in.
