INTRIDUCTION The rapid growth of Information and Communication Technology (ICT) is one of the most important properties of current time. Therefore, (ICT) is a significant tool to play an active role in various sectors either public, private and non-profit sectors. Many a government has decided to utilize the ICT to communicate and interaction with its citizens to reduce costs, improve performance, faster delivery of government information and services and more effective communication between the various parties. However, electronic government (e-Government) still face pressure on the radical change in structure, values, culture and provide of services by utilizing for ICT. ٍTherefore, it uses the tremendous potential for ICT as a key driver of change and general operations. There are numerous definitions of e-Government, meaning almost the same, but having a slightly different perspective. Domestic and foreign research institutions and scientists might choose a different point of perspective. The World Bank defines e-Government in AOEMA report as ''E-Government refers to the use of information technologies (such as Wide Area Networks, the Internet, and mobile computing) by government agencies that have the ability to transform relations with citizens, businesses, and other arms of government" [1]. Also, e-Government is defining from other sources as follows: Global Business Dialogue on Electronic Commerce in AOEMA report ''refers to a situation in which administrative, legislative and judicial agencies (including both central and local governments) digitize their internal and external operations and utilize networked systems efficiently to realize better quality in the provision of public services''…show more content…
