Chapter 1: The Problem and its Context Chapter I presents the mandate and the strategic directions of the Department of Education (DepEd) which correlates with the Social Contract of President Aquino’s Administration and the Philippine Development Plan. This chapter also presents the agency’s Organizational Performance Indicators Framework (OPIF), its Roadmap and the Strategic Direction of DepEd Region XII. This has always been seen as a disadvantage for our students who are competing in an increasingly global job market. The longer educational cycle of the K-12 curriculum is seen as critical in giving Filipino students a higher quality of education. The Southeast Asian Ministers of Education Organization – Innotech (SEAMEO-Innotech) found the previous 10-year educational cycle to be congested, with a 12-year curriculum squished into 10 years. Senior High School is a specialized upper-secondary education that will provide the students with in-depth specialization depending on the occupation or career track they wish to pursue. The track offerings include Academic, Technical-Vocational-Livelihood, Sports and Arts and Design and each track will have strands (specializations within a track). The proposed Curriculum for Grades 11 and 12 will have 31 80-hour subjects per semester, totalling to 2, 4800 hours. Of the 31 total subjects, 15 are core subjects to be taken up by all learners regardless of track choice, and 16 are track subjects composed of 7 common subjects and 9 specialization
