Framework of the Study Solid waste management or the collecting, treating, and disposing of solid material no longer needed because it has served its purpose or is no longer useful. Inappropriate disposal of solid waste can cause unhealthy conditions, which in turn can result to destruction of the environment and dispersal of vector borne diseases – which are spread by rodents and insects. The responsibility of solid waste management presents difficult technical challenges. They also pose a wide variety of administrative, economic, and social problems that must be managed and solved (Nathanson, J., 2015). The main basis of this study is DepEd Order No. 5, Series 2014. The implementing guidelines on Solid Waste Management aims to preserve and conserve nature and promote climate change awareness. Based on this decree, it is the responsibility of every citizen to keep his/her environment clean and tidy. This covers all the establishments where waste are produced. Each citizen has the role to fit in for they are the important factor in putting a good environment. This Presidential Decree also coincides with Presidential Decree 1151 (Philippines Environmental Policy) that aims for a healthy environment. The government recognizes the right of the people to have a very conducive environment but it is the counter part of every citizen to contribute and enhance the quality of the environment. This is also supported by the Presidential Decree 1152 (Philippine Environmetal Code) It requires the preparation and implementation of waste management programs by all provinces, cities and municipalities.
