According to the National Center on Family Homelessness (2011) the United States has the largest number of homeless women and children among industrialized nations. The persistence and multi-dimensional nature of homelessness has made it “one of the leading social problems in the United States” (Thompson et al., 2005). Homelessness is a social justice issue as well as a human rights issue. The shortage of affordable housing, substance abuse issues, the mental health deinstitutionalization movement, unemployment and an inadequate social safety net all contribute to increases in homelessness. Social systems aim to promote a certain level of education, medical and health, housing, income protection as well as personal welfare. Homelessness is a consequence of these systems not functioning properly. Homelessness fits within the context of social welfare policy because it is both a human rights issue as well as a social justice issue due to the lack of social welfare assets available to this population. Such an approach will need policies and practices at both micro and macro levels. Many communities would benefit from an organization that focuses on the prevention of homelessness. This homeless prevention program would offer micro level assistance as well as macro level interventions. The mission statement of this program would be to prevent homelessness and eliminate repeated episodes of homelessness through the utilization of supportive and case management services as well as by building partnerships with other community organizations and policy makers to promote long term stability. The population that would be served would be individuals and families living in Sacramento County and at risk of homelessness; doubling up, couch surfing, facing eviction, or being release from a mental health or correctional facility.
