On June 22, 2002, the Public Health Security and Bioterrorism Preparedness and Response Act of 2002 was signed by George W. Bush. This act defined three major changes to be implemented. First, it required that all foreign facilities involved in the processing, manufacturing, packing, or holding of food for human or animal consumption must be registered. Second, it stated that any food shipments coming into the US must provide “prior notice” to the Food and Drug Administration (FDA) and to Customs and Border Protection (CBP) so they have adequate time to perform a risk assessment on the goods being transported. Finally, it required that in the event of an emergency, all exporters of foreign food must have an employee in the United States
