The Improving Head Start for School Readiness Act of 2007 revised the pre-existing Head Start Act to authorize HHS to re-compete certain Head Start grants. In order to make the necessary improvements in the Head Start program and ensure that children in the program are making measurable progress toward developing the skills required to succeed, the Improving Head Start for School Readiness Act of 2007 was established. The act requires the HHS to develop and implement a system for renewal to determine the eligibility of a Head Start agency in meeting the criteria set for comprehensive Head Start program. 5.
