My king, though we should be worried about the rebel population growing, we must also be adamant about maintaining and growing the number of people loyal to us. My main suggestion would be to idolise specific individual loyalist with great land rewards. It is important that the loyalist heroes only receive large amounts of land that are not populated as it will not cost us anything to give these gifts. A good example of this strategy working is with William Penn. We owed large debts to William Penn and gave him a large sum of land in what is now the Pennsylvania Colony. This will change the way in which loyalist are viewed as many will see it as a good thing. One example of a loyalist we could give these benefits to would be Rev. Jonathan
