CHAPTER ONE 1.0 INTRODUCTION This chapter represents the background information, statement of the problem, purpose of the study, objectives, research questions and the significance of the study. 1.1 BACKGROUND INFORMATION Kenya’s vision 2030 has identified, small and micro enterprises (SME) as major contributors in provision of employment and income in the country. If the SMEs increased in size they would contribute to the economic growth of the country. The government has come up with policies and strategies that ensure the growth and development of SMEs. Youth unemployment in Kenya is a ticking time bomb awaiting to explode, unemployment is at 40%, 70% of this is accounted for by youths (15yrs-35years). World Bank estimates that approximately 800,000 Kenyans join labor market each year and only 50,000 succeed in getting professional jobs (Raphael Obonyo). The government has seen its growing youth population as an opportunity instead of a liability, hence coming up with funds to help in youth development. Given the constrained absorptive limits of the current formal labour market in the nation, advancement of youth business enterprise and self-employment create employment in the formal and furthermore casual labour. This led the government to launch the Youth Enterprise Development Fund (YEDF),in 2007, in the 210 constituencies in the country. Despite the funding of youths project by the government through YEDF, the objectives of the fund have not been accomplished fully. Various studies have been done to assess the success of the projects to be long term projects. It has been seen that most of the projects do not make to be long term investments due to different factors. The research will enable the YEDF to establish the management skills of those who are beneficiaries of the fund, in terms of education level and experience. It will check if they are able to manage their finances, assets and their finished products. This will ensure that the YEDF officials to be able to help the groups in managing thus there will be improvement of the business. The study was also to establish how monitoring and evaluating will improve the performance of the projects. It will help the YEDF to come up with strategies on how to monitor the projects regularly, this will ensure that the youths do not become reluctant with their
