Nevatia v. State of Maharashtra , A Senior Citizen staying at Worli Sea face, Mumbai invoked the jurisdiction of NGT under section 14 challenging the violation of Noise Pollution (Regulation and Control) Rules, 2000 by the vehicles using multi-tone horns and sirens including vehicles owned and managed by the Government especially of police department emitting sounds far excess than standards prescribed under the Noise Pollution (Regulation and Control) Rules, 2000. The Tribunal while relying upon various judgments passed by the courts of law upon the issue of noise pollution categorically held that the use of sirens of unspecified standards poses significant noise pollution problems and violates the right to life. The Tribunal observed that no standards so far have been specified for the use of sirens and multi-tone horns under the Motor Vehicles Act, 1989 and therefore, specific directions were given to the Ministry of Road Transport and Highways to notify the standards of sirens and multi-tone horns within a period of three months. The Transport Commissioner, Government of Maharashtra was directed to ensure that number of vehicles installed with sirens and multi-tone horns should be limited to bear minimum and no private vehicle should be allowed to use such sirens and multi-tone
