A community’s ability to cope after a disaster is critical in ensuring that the community and its citizens are able to return to a sense of normalcy after the disaster. Oftentimes, the response to a disaster can be a determining factor in the ability for the community to prepare for the next disaster. The conceptual model of societal response to disaster lays the framework for a society to understand the ways in which a disaster affects the community, either before, during, or after the event. The conceptual model of societal response to disaster should also be considered when determining governance of a community during preparation, mitigation, and recovery from a disaster. The National Academies Press describes the model as “a process model of societal response to disaster within which the physical and social impacts of catalytic events are a function of conditions of systemic vulnerability, disaster event characteristics, and what has been termed the hazards and disaster management system” (Facing Hazards and Disasters, 2006). The model is used to understand the ways in which a disaster affects a community and the ability of a community to recover from and respond to a disaster. The basic components of the conceptual model of societal response to disaster are pre-impact interventions, post-impact responses, hazard vulnerability, disaster impacts, and disaster event characteristics; however, each component is based on the assessment of the disaster, either from prior knowledge regarding the type of disaster or research efforts in preparing for a specific type of disaster.
