Until relatively recently in the history of the United States education system, school enrollment was almost entirely dictated by the zip code that a family lived in. Unless a family could afford tuition at a private school, students were required to attend the public school that was zoned to their local zip code. In some cases, this process of school zoning provided children with fine educational opportunities, but in many areas where schools were not performing at acceptable levels of academic achievement, students were stuck with a sub-par education.
