Thesis: On December 17, 2004, President George Bush signed the Intelligence Reform and Terrorism Prevention Act (IRTPA), creating the Director of National Intelligence (DNI) position which oversees 16 intelligence agencies. Collectively these agencies serve the Intelligence Community (IC) processing National Security Information (NSI). The Department of Homeland Security established fusion centers to share intelligence between all levels of law enforcement and the intelligence community.
