1. Prohibition created gangs and the mafia. This created a need for a bureau like the FBI to combat these massive groups of people. Officers also had to be trained on new crimes like bootlegging. This modified the training that was needed. 2. There are three levels of law enforcement. They are federal, state and local. Federal is responsible for national and international crimes. They are also responsible for housing the CODIS database. State law enforcement includes highway patrol and department of corrections.
