Before Otto von Bismarck, Prussia was an unstable power, with a very old monarchy, dominated by Austria, Russia, France, and Britain. Prussia was perplexed by two main forces during the time: nationalism and liberalism. Nationalism and liberalism ultimately had the same goals and same audience (Merriman, pg. 649). Liberals wanted more freedom politically, which would help them to receive nationalism. Nationalism during the 19th century was a movement that would intertwine people of the same culture. This meant the unification of Germany. The people were not organized, but their goals were freedom. When Bismarck became Prime Minister in 1862, he had decided that he wanted to create a new German state in order to strengthen Prussia's position
