Another consideration of incarceration in regards to the mentally ill in relation to deinstitutionalization is the increase of homelessness. While deinstitutionalization cannot be blamed directly for homelessness there is a close link. It goes back to the fact that there was poor planning and that the plans for deinstitutionalization were never fully carried out. The lack of planning for structured living arrangements as well as adequate treatment and rehabilitation services lead to the unforeseen consequences of homelessness.
