Looking at what I have learned about the students is that there are a lot of students who are at risk for one reason or another at Kennedy Elementary. What I mean is that 57% of the whole student body test in reading, math or reading and math as needing intensive interventions in order to meet current grade level standards. Looking at those numbers that mean that 57% of the student body tested at the 20th percentile or lower with approximately10%-15% needing intervention but not being eligible for Tier 1 Targeted help. Kennedy Elementary is in the final steps of moving from a targeted tier one school to a total tier one school. I also discovered that there is a difference in philosophy between the types of services offered to students that qualify for a Communication Disorder between IEP Managers. When a student qualifies for a Communication Disorder that there are three paths of services offered to the student depending on who is the case, manager. The first path that a student takes is to simply receive speech assistance and after the passage of time the student will then receive additional services in math and reading. The second path that can be taken is to atomically give the student who qualifies for Communication Disorder services in the following areas: speech, math, reading and written language. The third option for the student who qualifies with a Communication Disorder is to assign then to speech and other services based on the students proficiency testing results. When one atomically gives math, reading, and written language to students who have a Communication Disorder the number of students receiving direct services in the resource room will drastically increase. I am seeing a lot of students with a Communication Disorder is this due to a lot of students needing services or is it a catch-all category when one cannot find the specific reason that a student is not succeeding academically.
