Supporters of rent control claim that price ceilings allow the non-rich to find affordable housing. However, rent controls are not as effective as intended and instead limit the amount of inexpensive housing. As mentioned in the article “Do Rent Controls Work?”, when prices are restricted, landlords have little incentive to construct new rental units or renovate their existing property. Although rent controls are targeted to benefit the non-rich, statistics show that those living in rent control flats receive a higher salary than those living in market-rate flats.
