One of the issues of drafting the Constitution was fixing the Articles of Confederation which had many weaknesses. A few of the weaknesses were that each state only had one vote in Congress, Congress didn't have the power to tax or power to regulate foreign and interstate commerce and there was also no National Court system. The reason that the proposed constitution was controversial was the issue was the ownership and administration of lands. Because of this the ratification process dragged on for a few years and was stalled by some of the state’s refusal to rescind their claims to land in the West.
