Dante believed that the universal jurisdiction was politically compatible with the existence of the smallest political formations such kingdoms, lordships, towns etc., to which he did not recognize an absolute independence from the empire, as they, in pursuing the purposes of their own people, had the duty to subordinate them to the law and to the general purpose of the universal monarchy.
