The Chesapeake Bay Colony and the Massachusetts Bay did have a government, but the two had a completely different basis. The two regions operated on a Governor Basis. He then would appoint more people under him. There was one difference though. The Northern Colonies believed in a Theocratic Government, but the Southern Region believed in a British style, County Courts. The Chesapeake Bay Colony was led by a Governor and a Deputy Governor. Afterwords, they would appoint “ministers” to oversee daily activities, such as, taxes, buildings, and maintenance of public places.
