The Second Amendment was designed to protect the individual citizen's right to bare arms. That is not to say, however, that it is forth-giving of the right. It merely justifies the reason to have arms. It states "A well regulated Militia, being necessary to the security of a free State, the right of the people to keep and bear Arms, shall not be infringed" (http://www.archives.gov/exhibits/charters/bill_of_rights_transcript.html). Some people have used the Second Amendment as an excuse to carry weapons, as it is not clearly defined what "arms" actually are in the clause. The Brady Law requires a background check before a gun can be given into the possesion of an individual. The Brady Law roots itself in the shooting of Jim Brady, a staff member of President Ronald Reagan. The law was introduced in 1987 but not signed into law until 1993. http://www.bradycampaign.org/our-history The Brady Law is an influential factor in other attempts to reduce gun deaths and murders each year, all the while trying to reduce the rate of gun deaths by half by 2025. THey support other campaigns such as ones to keep guns out of the hands of criminals and increased background checks. However, the Brady Law does meet opposition especially from the NRA. They attribute any drop in gun deaths to a drop in crimes over a drop in use of firearms. Yet, it is undeniable that approximately 1.5 million people were denied firearms by the FBI and other states agencies as measured in 2013.
