The biggest difference between Bitzer and Vatz is the origin of rhetoric. Bitzer believes that rhetoric is created based on situations that were previously in existence. In other words Bitzer is saying situations cause and influence rhetoric. Bitzer also believes that rhetoric is used as a tool and that we would not need rhetoric if we lived in a perfect world. I think that this means we use rhetoric to solve our situations or make them more meaningful. Vatz on the other hand believes that rhetoric exist before the situation occurs and can even cause some situations.
