This photo is iconic because it shows flag-making instructor Rose Radin as she supervises women born in Hungary, Galicia, Russia, Germany and Romania as they stitch together an American flag. This also shows the act in effect at the time which was the Act of April 4, 1818, which states that it is necessary for 13 stripes and one star for each state to be added to the flag on the 4th of July following the admission of each new state and was signed by President Monroe. The colors of the flag are symbolic as well: red symbolizes hardiness and valor, white symbolizes purity and innocence, and blue represents vigilance, perseverance and justice.
