Research Problem Legislation Drafting is a difficult art. It is art of expressing in concise and clear language the idea of other people. It is difficult enough to express ones idea but it is more difficult to express others idea. There are various stages of drafting a law by proof reading it on different levels and discussions on it and then it passes through various motions before becoming Legislation. The Legislative procedure in India for the Union Government requires that proposed bills pass through the two legislative houses of the Indian parliament, i.e. the Lok Sabha and the Rajya Sabha. Thus, by this approach, any type of biasing towards a particular section, is avoided. • As there are many steps involved, chances of mistake are reduced. Each level of the constituent body involves in each step. Hence, centralization of power is avoided, resulting in more stability in the drafting process. • Rajya Sabha and Lok Sabha, together forms the constituent body. People which represents common public forms Lok Sabha and people with highly specialization in their respective fields form the Rajya Sabha. Thus, the Indian system of drafting of legislation tends to bring the opinions of both sections, leading to drafting of more beneficial laws. • Opposition can question every step involved in the drafting process to the ruling party and even counter them, if they find any step to be unfavorable.
