The legislators and officials of HB 2218 seemed to think that they were doing the morally just move by banning this course. Legislators claimed that the course was racist and taught feeling a resentment and hostility to non-chicano students and excluded them from the class. Legislators seemed truly shocked when the public took their actions of banned the course as racist. Tom Horne, who was the Arizona Attorney General at the time, defended himself saying that, “The point of the law was that students should be taught to treat each other as individuals and not on the basis of race,” (Palazzolo).
