In 1849, twenty seven year old army lieutenant, Cave Johnson Couts had arrived in southern California. He had been ordered to serve duty after the recent war with Mexico. From Los Angeles, Couts then traveled to San Diego to help joint Mexican and American efforts a new boundary line between Upper and Lower California. Californios were the leaders of California until the gold rush happened. With the sudden rushing of people, combined with the recent loss of the Mexican-American War, many Californios were not taken seriously and often persecuted.
