The Japan Monroe Doctrine, Washington Naval Conferences of 1921-1922, and the attack on Pearl Harbor are all critical events that contribute to the rise of World War two. The Japan Monroe doctrine was used by Japan to justify their attitude towards Asia and especially China. Japan claims responsibility for China, thus insisting the need to maintain peace and order throughout this region.
