Energy conservation provides for the welfare of all forms of life on earth, and the usage of current energy forms such as fossil fuels cause pollution in more than just one way. Energy saving plays an important role in the success of any organization, building or facility. The analysis of which can be achieved through measuring the building and facilities energy performance by undertaking an energy audit. Energy audits have the potential to provide information which can be used to reduce energy usage without having any adverse influence on the day to day practices of the facility or company. However the way in which South Africa’s energy is produced, has not been taken into account in the pricing of this low-costing energy. The effect of burning coal will affect the population’s health overtime, which further causes major environmental concern. Due to the high demand and usage of electricity in South Africa, major strain has been placed on the national electricity grid. It is for this reason that the South African energy provider, namely Eskom, has implemented systematic and controlled electricity blackouts. These scheduled blackouts serve as a release point in an effort to share the available electricity amongst all Eskom electricity users In South Africa it has been very difficult to ensure that the population understand the need for energy conservation. This being said, many researchers do believe that South Africa has the potential to alleviate 10% or even up to 20% of the country’s current energy consumption. The goal was to set forth on paper the governments initiatives for strategic energy management. These initiatives can be summarised as follows: • To create awareness regarding energy efficiency and the importance of energy management • To propose standards for energy efficiency in commercial buildings. • The provide information, demonstrations and assistance pertaining to energy audits, and to furthermore introduce training regarding energy management. • To establish standards and principles for energy consumption of industrial equipment. Although this legislation is well documents and it is evident from this that government is set on playing a role in the energy conservation and management of the country. There is no provision within the White paper legislation, which forces companies, industry or the population to implement an energy management programme. The problem therefore sited in this legislation is that, the lack of economic boundaries, penalties and incentives do not stimulate the need for implementation of this
