Specifically, the study intends to develop an Economics Achievement test and establish the validity of the instrument (EAT) in terms of facility discrimination, distractor indices among others. The current senior high school curricula require that a considerable number of assessments be administered in the instruction process to facilitate quality teaching. The present senior secondary school curricula demand that variety of assessments be carried out in the course of instruction to guide effective teaching. In the apprehension of the relatively limited instruments for measuring students’ achievement in Economics at the High School level, educators specializing in the subjects have maintained to devise assessment tools for appraising students’ achievement in the subject. However, observations reveal that those teacher-made assessment tools are primarily of dubious psychometric properties since no significance attention might have been dealt to their development and validation. In simpler terms, most of the High School Economic teachers do not seem to exhibit the required competencies in test development and validation. This connotes that professionals more knowledgeable in test development are solely responsible in devising new measurement tools to ensure that the objective of the education system may be achieved. A considerable number of reading comprehension methods have been taught by the researchers to facilitate the learners in the process of comprehension, namely making connections, visualizing, inferring, and questioning the author were selected to attain the objectives of the study. The instrument utilized was a reading comprehension achievement test in a multiple-choice format was developed by the researchers. Following the instruction of selected methods to the mastery group, both the mastery and non-mastery groups were given a reading comprehension test at the end of the semester. In line with this, the researchers attempted to focus primarily on construct validity based on Bachman and Palmer’s (1996) framework. Bachman and Palmer (1996) averred that test development is the integrated process of creating and using a test, beginning with its initial conceptualization and design, and ends up with one or more archived test and the results of their use. The evidence to evaluate the construct validity of the developed test was collected through the differential-groups design, which requires selecting a sample with two mastery and non-mastery groups. The results signify that the developed achievement test is a valid measure to assess the above-mentioned reading
