Rome may have finally managed to put down a major slave revolt only about a year before Cicero’s speech, but Rome still had an enemy of the state within the confines of its borders. This time however, the enemy was one of their own. The only problem was that few outside of the island of Sicily recognized such a threat. However, the Sicilians did recognize such injustices against not only themselves, but against Roman law and values. They would call upon Cicero to prosecute Verres for his crimes against the Romans in Sicily. However, Varres’ injustices represented far more than just a regular crime. His crimes against law and Roman values were nigh intolerable for Roman citizens, for this was a provincial governor with a lust for women and power
