CHAPTER THREE 3.0 METHODOLOGY This chapter contains the blueprint adopted in data collection and theoretical methods as well as the justification for using them for this research. It tries to provide an overall understanding of the methodology used in this case study and also brief explanation of other possible methodologies that can be adopted for this research. Having done that, the manner in which validity threats, reliability and credibility issues were handled during the collection of data as well as how it was can be handled during the interpretation stage was also discussed. This helps to evaluate the opportunities for change in the Nigerian public sector, to recommend enhancements to the change management processes in PHCN, to review key theories of change management and the extent to which they are applicable in Nigeria, to understand why some change management processes are effective in Nigeria and why others aren’t and finally, to draw up conclusions that will be adoptable in the management of change in the Nigerian public sector. According to previous studies, the application of an inappropriate change management methodology has placed the failure rate of organizational change at as much as about 70 percent which unacceptably high. A change management methodology apart from being a key tool for managing change, assists or makes it easier for an organization to prepare for planned and unplanned changes. It is also important to note that there is no such thing as “the best method” rather an appropriate relationship between research questions and method to be adopted helps to select the method to be used (Carlo, 2012). Therefore, for this research, the qualitative methodology was deemed appropriate. Qualitative methodology has the ability to enhance the validity of research (Campbell & Fiske, 1959). Although, there are a large number of methodologies available to modern researchers, serious consideration should be given to the purpose of the research. These considerations assist to narrow down the choice of methodology because research basically entails a dialectical process of engaging with participants, exploring conceptual arguments in the literature, leading to more questions, producing arguments along the way, contradictions and struggles (Lincoln & Gruba, 1985). Purposive sampling technique is employed in this research as suggested by Creswell (2009). This is a nonprobability sampling strategy that allows the researcher to compare the experiences of a number of employees of PHCN to the change management approaches and strategies referred to in chapter two of this research
