This act is called the Scott Act 1888. The major theme of this act is prohibit the coming Chinese laborers enter the United States. This act sets the harsh restrictions how Chinese person enter or reenter America. It prohibits any new coming Chinese laborers to enter the United States except the classes of Chinese officials, teachers, students, merchants or travelers with the lawful sealed certifications from the Chinese government. The master of vessel arriving in America must to have his manifest of cargo, his sealed certifications and the list of all Chinese persons on board with their open certifications, otherwise, the master is punished with 500-1000 dollars fine, and any Chinese person is imprisoned for 1-5 years. A Chinese laborer who
