The 1848 Revolution did not break the Congress System because of diverse reasons worth noting. For instance, issues of social and economic conflicts meant that ideologies of liberalism and other reforms could progress. Therefore, a country such as Germany embraced conservatism after 1815, meaning that crucial policies and procedures of operations became difficult for the eventual disintegration of the Congress System.
